At meetings of organizations that are large enough that merely sitting around a table, for example, having a casual discussion isn’t going to keep things orderly and isn’t going to keep things democratic, isn’t going to permit people to have open and free discussion and where things could get chaotic if there isn’t a systematic way of controlling the proceedings and making sure that everyone has their say, permitting a vote at the end which is how they make decisions.
